ERF supported the promotion of partnerships in Balanced and Inclusive Education that enabled contextualisation at the local level, whilst preserving national, regional, and international common standards. This involved the encouragement and support of local initiatives in Balanced and Inclusive Education, the engagement of local communities in co-ownership and co-creation, and the promotion of a holistic student-centred and community-rooted approach.

At the international level, ERF also sought to encourage regional collaborations between Ministries of Education and the strengthening of South-South cooperation.
